South Sudan has started the constructing two oil refineries in Upper Nile and Unity State.

JUBA, July 2012 [Gurtong] -President Salva Kiir told the first Independence Anniversary celebrations in Juba on Monday that construction of the new refineries is aimed at addressing some of the key economic challenges the new nation is facing.
“This will solve our problems though it will not solve all the issues”, Kiir said.
The President reiterated his government’s efforts to construct alternative oil pipelines following the signing of a Memorandum of Understanding with Kenya, Ethiopia and Djibouti.
The President admitted the economic challenges accruing from the oil production shutdown early this year but said the government is improving on non-oil revenue collections.
Before the shutdown of the oil production, the sector contributed 98 percent of the national budget.
On corruption, President Kiir vowed to continue fighting it without interfering with the fundamental rights of the country’s citizens.
"This government will not tolerate what we call corruption and I appreciate the tremendous support from the National Assembly, civil society and the citizens of South Sudan for the support in fighting corruption".
"I will pursue this fight in a manner that will not undermine the fundamental rights granted in the constitution through our various tools and institutions of government”, he said.
